    Our dog Calypso was in a similar situation. Scared to death of people, shivering in a corner, lived in the rescue for almost a year. Jumped a second story deck to get away from people at the fosters home when she had puppies fist coming into the rescue. Had to be separated from her puppies (they were about that age thankfully to be able to do that) for her safety after that jump and scaring the foster volunteers.
    Spent a month at old persons home who adopted her and returned her. They locked her up inside the house 24/7 because they couldn’t catch her and get her to stay inside (also probably threw things at her in frustration)….. and Calypso regressed significantly. She then spent more time at the rescue and that’s when I saw her. Due to my experience in a veterinary clinic and with dogs I was given the chance to foster to adopt her. It wasn’t easy since she was almost 3 by that time and they wanted to make sure not to make a bad adoption placement with her after the last person traumatized her.

    Now she is still cautious around people (mostly anywhere indoors), but will often now come for teats and to be pet around strangers. She will never be a "normal" dog, but we still love her and and loves living outside in her yard having the time of her life. Due to her previous homes she refuses to stay indoors (she has separation anxiety from being away from her yard… she could care less about people), but she is the quietest dog I have ever known and don’t bug the neighbors and loves the snow (wintertime she cannot be caught to be forced indoors… we have tried)
    As long as it isn’t too terribly cold we just let her stay outside in her tree/bush shelter she picked…. yes she picked it. She ignores our multiple warm shelters we made and gave to her and she has a thick fur fluff coat so she is fine. She is a very furry carolina dog/ livestock guardian dog breed so she can take care of herself just fine outdoors… its a thing with those breeds; you won’t understand…. so we let her so long as she doesn’t get into any trouble or be a bother to anyone. Our neighbor was inspired by her and got a similar breed dog in fact since they liked her so much. She loves most of all her daily walks and shoving her face all over the lawn and living life to the fullest now in her self chosen "nature preserve" yard.

    What is most heart breaking a dog always wags its tail no matter what they are going thru I hope and pray Rocky gets a good and loving home
